| Incident Command Simulation Training (InCoSiT) provides specialized training in crisis management to stakeholders from various administrative entities at tribal, local, state and national levels. In compliance with Federal Emergency Management Agency (FEMA) guidelines and with strict adherence to the National Incident Management System (NIMS) and National Response Framework, InCoSiT aims to enhance participants` knowledge in concepts and applications of the Incident Command System (ICS) model adopted by NIMS and endorsed by the Homeland Security Presidential Directive 5 (HSPD 5), which has become a national organizational standard in incident management. Therefore, its implementation constitutes a prerequisite to incident management planning. InCoSiT fosters partnerships between law enforcement and other agencies and entities within communities; it offers training under Unified Command to management teams who might face the challenges of preparedness for, response to, and recovery from major emergencies, disasters and potential terrorist threats and activities.

Incident Command System NIMS Course - ICS 100/200/700/800 level: Encouraged to apply are Law Enforcement Officers who are required to become ICS/NIMS training compliant (by Executive Order RP40-February 23, 2005 - Relating to the designation of the National Incident Management System as the Incident Management System for the State of Texas ) and who are interested in key concepts of bio-terror preparedness and response. We are also accepting applications from interested Public Health Officials and medical personnel responsible for security emergency preparedness and medical surveillance to Law Enforcement personnel in preparedness and managed response to a critical bio-terror event. Intermediate Course for Expanding Incidents - ICS 300: All federal, state, local, tribal, private sector and non-governmental personnel with a direct role in emergency management and response must be NIMS and ICS trained. InCoSiT invites all emergency services related disciplines such as EMS , Hospitals, Public health, Fire service, Law Enforcement, Public works/utilities, skilled support personnel, and other emergency management response, support and volunteer personnel. ICS -300 is a requirement for Middle Level Management including strike team leaders, task force leaders, unit leaders, division/group supervisors, branch directors, and multi-agency coordination system/emergency operations center staff. TCLEOSE hrs: 24 hrs Fee: Free for the Law Enforcement Officers (including meals and accommodation), $195 other agencies Topics: The course covers new NIMS Assessment and Planning guidelines, Resource Management, Demobilization and Transfer of Command. Prerequisite: Completion of ICS 100/200/700/800. All prerequisite courses must be completed prior to participation in the course. |

Advanced ICS for Command and General Staff - ICS 400: Advanced ICS 400 for Command and General Staff provides instruction on large and complex incident or event management, Area Command and the importance of interagency coordination. It is a requirement for Command and General Staff, Area Managers, Emergency and EOC Managers. TCLEOSE hrs: 14hrs Fee: Free for the Law Enforcement Officers (including meals and accommodation), $150 other agencies Topics: The course covers Incident Complex, Area Command and Multi Agency Coordination. Prerequisite: Completion of ICS 100/200/700/800 and ICS 300 . All prerequisite courses must be completed prior to participation in the course.
CAMEO Trainings: For information about CAMEO trainings, please see our cameo flyer First Session-Introduction to CAMEO (March 25-27, 2008): All types of emergency response personnel including fire, law enforcement, emergency medical technicians, public health officials, and emergency managers. Anyone involved with emergency situations for any location such as security personnel, corrections officers, hospital officials, Red Cross volunteers, chemical plant staff, and other local, State, and Federal employees associated with emergency planning and response. It is helpful if those attending the CAMEO training have basic knowledge of computer operations and terminology. No prerequisite. Fee : Free Second Session-Utilizing CAMEO in WMD (April 29– May 1, 2008): Experienced CAMEO® Suite users with a responsibility to plan for and respond to actual or potential high-consequence events and/or Incidents of National Significance, particularly involving WMD compose the target audience. They should have experience using the CAMEO Suite in either a planning or response mode. Fee: Free |

Public Information Officer Training: This course has been designed for potential PIOs, new PIOs, existing PIOs as well as administrative executives involved in public information collection, dissemination and oversight on behalf of their agency; the training will provide participants with essential tools required to perform PIO duties efficiently both during regular operations within the community as well as during agency crisis and larger scope disaster. The training will address common issues facing Law Enforcement and Media, examine in depth responsibilities and “tools of the trade” of the Public Information Officer, provide extensive analysis of common genres required from PIOs such as Press Releases, Video Conferences or Interviews, offer vital direction with respect to addressing the Media and to accessing available resources, and inform PIOs about their role in the Public Information System under the National Incident Management System (NIMS). The training will include hands on exercises involving a variety of media, structured scenarios, situational analysis and evaluation, impromptu “on camera” takes and debriefings. There are no prerequisites for this course; however, participants are reminded the course is intense and active participation will be required in order to receive credit. Non Law Enforcement PIOs representing other emergency response agencies are encouraged to participate; however, there is a fee associated.
